Brick-ad in Crosby?

Does anyone know the the back-story
on the giant ice cream ad in Crosby, MN? Was there an ice cream shop in the building? Who made the poor choice to put the ultra dangerous looking deck up right in the middle of the ad.

Would love to see the town make an attempt to restore a ad like this.
